VEET products

This page explains the Register of products and provides a general overview about getting a product listed on the Register of products which can be found here.

To create a Victorian energy efficiency certificate (VEEC) from the installation of an energy efficient product, for the prescribed activities covered by the Victorian Energy Efficiency Target Regulations 2008 (the Principal Regulations) the product installed must be listed on the VEET Register of products, with a status of 'Approved'.  Products installed under prescribed activities covered by the Victorian Energy Efficiency Target (Project-Based Activities) Regulations 2017 are not required to be listed on the Register of products, with the exception of lighting equipment, which must be listed on the Register of products in accordance with the eligibility criteria of either Schedule 21 or 34 (as applicable) of the Principal Regulations.

To add a product that is not already listed on the register, you are required to submit an application to the commission using the online product application tool. The commission assesses the submission against the minimum eligibility criteria specified in the Principal Regulations.
If you are an energy consumer looking to receive a benefit under the scheme from the installation of any of the products listed on the register, please contact an accredited business directly. A list of accredited businesses can be found on the VEET website under Register - Participants. Only businesses accredited by the commission are able to create certificates from the installation of products listed on the register.

Register of products  

The commission is required by the Principal Regulations to maintain a Register of energy saving products eligible to be installed under the scheme, and for which certificates may be created. The Register of products is accessible via the VEET website and is intended to provide businesses accredited to participate in the VEET scheme (accredited persons, or APs) with a list of products that may be installed for each prescribed activity. APs can install any product listed on the Register of product provided they are approved by the commission to undertake the corresponding prescribed activity. APs are not required to submit applications to install products that are already listed on the Register of products.

For APs and VEET account holders (such as manufacturers or distributors) seeking to add a new product to the register, an application must be submitted to the commission using the online product application tool via your VEET account. This enables the commission to verify that the product is capable of meeting the minimum criteria required by the Principal Regulations. Please note: the commission in no way endorses products listed on the Register of products and will not be held liable for the failure of a product to meet claims made by the manufacturer or supplier with respect to performance, quality or safety. Using the Register of products

To view the Register of products, navigate to the Registers - Products page using the menu on the left. The Register of products includes functionality for users to refine their search based on product brand, model, performance specifications, application status and effective date. The register also allows users to export the register for external reference.

If a product is listed on the register as either 'Approved' or 'Pending Assessment' you are not required to submit an independent application to register the product. However, APs accredited for the relevant prescribed activity can nominate products that they intend to install, thus allowing the commission to prioritise assessment of products most likely to be installed in the scheme.

Product status

Approved - The product has been assessed as meeting the minimum eligibility criteria as specified in the Principal Regulations, based on the documentation submitted by the applicant. The product will be listed on the Register of products.
Pending Assessment - An application has been submitted for this product but the commission has yet to determine whether the product is capable of achieving the minimum criteria specified in the Principal Regulations, based on the information submitted.
APs should note that if they install a product with a status of pending assessment, they do so at their own risk. Certificates will not be created for activities involving the installation of a product that is pending assessment. If a product is assessed as meeting the minimum criteria, the approval date will be the date of application. If the product is assessed as not meeting the minimum criteria based on the information provided by the applicant, certificates cannot be created for activities involving the installation of the product in question.
Withdrawn by Account - The application to list the product on the Register of products has been withdrawn by the account holder.

The commission product assessment process

The product application and assessment process is designed to provide APs and the commission with assurance that the products listed on the Register of products and installed under prescribed activities meet the requirements of the Principal Regulations. Any product installed under the VEET scheme must first be assessed for that purpose by the commission. The product assessment process checks that the product meets the minimum requirements of the Principal Regulations. The Principal Regulations allows the commission to establish the relevant factors used in the abatement calculation. The process also assists the commission to streamline the registration of VEECs following the installation of these products. 
 
Applications must be made through the online product application tool, available only to VEET account holders on the VEET website (you don't need to be an AP to apply to have a product listed on the Register of products. To open a VEET account, you only need to complete an online form - go to the Getting accredited page and click on the Open a new account button). This application must be supported by the correct documentary evidence. 
 
Once a product approval application has been lodged, the commission reviews the submission for completeness. The information provided by the applicant is assessed against the Principal Regulations and a decision is made on whether the product meets the requirements of the scheme.

The document contains tables listing all of the product eligibility criteria and the documentary evidence required to substantiate compliance with the requirements. Applicants should use these tables and the process guide when completing their application to ensure that the application is successfully submitted with all necessary documentation.
* LED lighting products that meet the eligibility requirements of the Principal Regulations under Schedule 21 and / or Schedule 34 should seek to have products listed on the Register of products.
